Illegal Contractors


The construction world has good and bad parts, as does any industry.  Often times, you'll pay more for better service, and pay less for mediocre service. Also, often times, we choose the cheaper choice as long as it puts the lipstick on the pig.  We choose the unlicensed contractor because it is quick and inexpensive.  Go ahead and continue doing this, but I want to make sure that you know you are risking paying heaps more than you would going with the licensed contractor.

An illegal contractor is someone who is illegally performing a service without the proper education and declaration from the California Contractors State License Board.  This means that the "contractor", although may be experienced, hasn't passed through the Contractors Board and been given certification to provide these services.  Another downfall of the illegal contractor, is that with a licensed contractor comes bonds, insurance and other responsible business practices.  You also risk being "stiffed" by the unlicensed contractor because often times he is involved with construction scams and the chances of him running with your money before the job is completed is statistically high.

The CSLB is working to bust illegal contractors with SWIFT (Statewide Investigative Fraud Team).  This team sets up joint operations with other state agencies to raise the penalties and fines for violators and increase the scope if violations for taxes, workers compensation, illegal payrolls and worker safety. 

These contractors might not seem like major competitors, but you'd be surprised to see how many handy man Joe's are stealing your business and providing low budget, satisfactory work. These contractors are easy to get a hold of, quick to complete the work and get away as fast as they can while burning a hole in your pocket.

There is light at the end of the tunnel, however.  Should you be tricked into using an illegal contractor, you can report unlicensed activity with the California Contractors State License Board for up to 4 years from the date of the act. Here, you can file a complaint regarding both licensed and unlicensed contractors.  You may or may not see the severity of reporting illegal activity but regardless of the size of damage done to you, these contractors are most likely under "contract" with many other consumers.
